New Property vs Resale Home: Which Offers Better Value for Money?
Two flats on the same road can carry the same asking price and still cost very different amounts by the time you move in. One may add GST and a possession wait. The other may add repairs and a longer paperwork trail. This guide is for homebuyers in India, especially in Jaipur and Nagpur, who are choosing between a new project and a resale home. You will learn which costs actually differ, which checks apply to each, and how to compare both on the same all-in basis.
Which is better value: a new property or a resale home?
Neither wins by default. Value for money is the all-in cost of moving in, plus the risk of surprises, not the headline price. A new home can make sense if you can wait and want a project with regulatory disclosures. A resale home can make sense if you need to move soon and want to see the building as it actually is. The sections below show how to test both on the same terms.
All-in cost means the price plus every cost between booking and living in the home: taxes, registration, interiors or repairs, and any rent you pay while waiting.

The GST Council's FAQ on real estate confirms the 1% and 5% rates for residential apartments under construction, both without input tax credit. It also defines "affordable" as a carpet area up to 90 square metres in non-metropolitan cities, with a gross price of not more than ₹45 lakh. Jaipur and Nagpur are not on the FAQ's list of metropolitan cities, so the 90 square metre limit applies to them.
A quick illustration (round numbers, not market prices): on a ₹60 lakh under-construction flat that is not affordable, 5% GST is ₹3 lakh. On a ₹40 lakh flat that qualifies as affordable, 1% GST is ₹40,000. A completed home at the same price may carry no GST. So a resale home can be quoted ₹3 lakh higher and still cost the same, before repairs.
Two points most comparisons miss:
The GST line is the completion certificate, not "new versus old." A completed new flat bought after the certificate is issued can also fall outside GST. Part-payments made before the certificate may change this, so confirm with the builder and a tax professional.
Stamp duty does not separate the two. It applies to both. Use the official calculator for your city instead of comparing portal figures.
Does the home loan environment change the choice?
Source label: Official fact (RBI), Market interpretation.
On 7 October 2026, the RBI's Monetary Policy Committee raised the policy repo rate by 25 basis points to 5.50% and changed its stance to calibrated tightening. Floating-rate loans linked to an external benchmark may reset after such a move, depending on the loan terms.
This affects both buyers, but timing differs. A new-project loan is usually disbursed in stages as construction advances, so more of the repayment burden may fall later, when rates could be different. A resale loan is usually disbursed in full at registration. Lenders may also assess older buildings differently, so ask how building age affects loan amount and tenure.
Offers from multiple banks and housing finance companies can help buyers compare financing options before committing.
What should you verify before buying?

New project
Search the project on the state RERA portal and note the registered completion date. In Jaipur, that is RERA Rajasthan. In Nagpur, it is MahaRERA, which also lists lapsed and revoked projects.
Confirm the approvals come from the right authority. In Jaipur, check with the Jaipur Development Authority (JDA) where relevant. In Nagpur, check the Nagpur Metropolitan Region Development Authority (NMRDA) for newer areas and the Nagpur Improvement Trust (NIT) for older layouts.
Check what the agreement says about possession date and delay.
Resale home
Trace the chain of title through registered documents. In Jaipur, use Apna Khata land records and the registration department's search services. In Nagpur, the Maharashtra registration department offers a free e-search of Index II for registered documents from 1985 onwards, along with property card and encumbrance checks.
Ask for the completion and occupancy certificates. They are different documents, and a missing occupancy certificate can create trouble in registration, utilities and loans.
Get a society no-objection certificate and proof that maintenance, property tax and utility dues are clear.
In Jaipur's older areas, ask whether heritage-zone rules apply to the property.
RERA's project-level protections are built around promoters selling projects. For an individual reselling a completed flat, your protection mostly comes from documents, so verify them yourself.
Which one suits your situation?
Lean towards new if you can wait, want staged payments, and are comfortable tracking a project's progress on the RERA portal.
Lean towards resale if you need to move in soon, want to inspect the actual building and neighbours, and can budget for repairs.
Compare ready-to-move new homes too. They sit between the two on GST and waiting time.
Mistakes to avoid
Comparing sticker prices without adding GST, repairs and rent during the wait.
Treating "RERA registered" as a reason to skip reading the agreement.
Paying a token amount on a resale home before seeing the certificates.
Assuming a loan will be approved at the amount you need before checking with lenders.
How HomeVerse can help
HomeVerse helps buyers in Jaipur and Nagpur explore homes, compare options and get guidance through the home-buying journey. It connects buyers with local partners who understand each city and supports documents and financing steps. Buyers can explore and connect with HomeVerse without paying to search. For a document checklist you can use before you commit, see and use the site-visit checklist when you view a home.
FAQs
Is GST charged on a resale flat?
Generally no. Sale of a completed building after the completion certificate is outside GST. GST applies to under-construction homes. Part-payments before the certificate can change the position, so confirm the facts of your deal.
Is stamp duty different for new and resale homes?
Both pay stamp duty and registration charges. Rates depend on your city and buyer category, so use your state's official calculator.
Is RERA applicable to resale homes?
RERA registration is a promoter obligation. When an individual resells a completed flat, it is not a project registration matter, but the original project record, certificates and any pending complaints can still be relevant.
Is a resale home always cheaper?
No. A lower quote can be offset by repairs, and a higher one by GST you avoid. Compare all-in cost.
Do lenders treat new and resale homes differently?
It depends on the lender and the property. Ask about building age, loan amount and tenure before you commit.
Which is easier for a first-time buyer in Jaipur or Nagpur?
It depends on your timeline and comfort with paperwork. New projects bring more disclosures on one portal. Resale gives certainty about what you are buying but needs careful document checks.
The bottom line
Compare new and resale homes on all-in cost, timing and paperwork, not the quoted price. The completion certificate decides GST. Your city's records decide how easy verification is. Run both options through the same sheet and the answer for your situation usually becomes clear.
